Validate for Duplicate Tax ID Entry

Hello,

When I add an employee using P0801, I am getting the error message "SSN or Other Employee No Already Exists".   This is displaying the correct error message as this is a duplicate.  Where is this error checking is being done?  I thought it would be in the P0100041 (Address Book MBF).  We have the the processing option for "Validate for duplicate tax ID entery = blank (do not validate for duplicate entries)".
