Clarification on Project Status and Effective Dates

Hello!

I am looking for some clarification on the project effective date, especially in regards to back dating projects. We are currently on PeopleSoft FSCM 9.1, Bundle 16; we DO NOT use the project workflow.

Currently, I have had an uptick in questions regarding the back-dating of both projects associated with a grant award and those that are setup as standalone project from our end users. All documentation suggests that once a project is setup and the effective date is created (which my understanding is that this effective date is the earlier of the project start date or the current date), one cannot back-date the project start and end dates, and are not able to process transactions prior to those dates.
