Can we monitor a Kernel for runaway CPU

We have issue with one of the customer that JDENet kernels hogging CPU to the point of bringing E1 to a standstill.

Do you have any solution or suggestion, a way to monitor to ensure we get an alert if CPU % on a COK hits perhaps 30%
