SBC not listening on port 6060

in Acme Packet (MOSC) Question

I have configured the SBC to listen on port 6060 for X1 Calea Intercept Provisioning but when running netstat in the shell, I do not see a listen TCP port 6060.  When comparing to another SBC that's working properly it shows listening on port 6060.

Appreciate any input on this issue.
