E-Business US Sales and Use Tax Import Program not working properly

We are using EBS version 12.2.4

I am trying to run E-Business US Sales and Use Tax Import Program request set. When I submit the program, it is error out with the message

Cannot submit concurrent request for program Check if the concurrent program is registered with Application Object Library. Check if you specified the correct application short name for your concurrent program

I am running this in Tax Manager responsibility and this is oracle seeded concurrent program and not custom program. Gurus, Please advise who we can investigate the issue?
