Budeget Hold Code B1

Hello All,

We are on platform of JDE 9.1.4 , I am trying to implement budget module using budget by business unit , I have found two issue while testing it

1. Once its apply all PO are goes into budget hold B1 irrespective of amount set for Budget

2. While anyone go to amend the budget hold B1 is automatically removed.

Please guide me how to deal with above two problems.
