Freight charges to be applied only after booking an order

Gurus,

We have a requirement to add Freight charges manually after booking a sales order. I have tried 'Modifiers for BOOK Event'. I think, this phase works during booking only, not after booking.

Please help if there is any standard approach to restrict the modifier application after booking only.
