Diagsnap running but not online on one node.

Environment:  12.1.0.2 2-node RAC on AIX (power 64bit)

   The diagsnap resource in out HA environment State=OFFLINE.  It is ONLINE on the second node (see below).

   The service runs out of the Oracle grid ORACLE_HOME, but I cannot find any messages for it in any of the log files, and I have not be able to find any information for starting it.
