Linking a Stand Alone SFDC Opportunity in Oracle to Quote

We have a requirement to Link Opportunity for Customer Account 1 under Party A to a Quote for Customer Account 2 under Party B.   The Opportunity List of Values only shows Opportunities created under Party A or Account Numbers 1, 2, 3 etc... Under Party A. We need the list of values to show all Opportunities for a Party-Account as long as the Parties are related.  Is this possible and if so Can you advise what needs to be done to meet the business requirement.  Thanks
