How to enable Rules for Different Warehouses

Dear All Experts,

We have many warehouses defined, now we need to have a single /same put away rules for all warehouses, so marked it as enabled Common to All Orgs. After that I created a Strategy and same way checked the option of Common to All Orgs. Now I am trying to attach my strategy on Rules WorkBench but there I found that there is no option of Common to All Orgs? So now how could I enable this Rule for each Org. Either I need to Enable the rule for each org separately??

Please help me out in this regards,
