Created new Ledger - how do I open the periods for it?

We are using Oracle EBS 12.1.3.

We have a single Business group, and then below that have a simple one branch Legal Entity / Ledger / Operating Unit design.

However, on a test system, we have set up a new Legal Entity / Ledger / Operating Unit branch hanging off the same top level parent Business Group - much like this design here:

We've based our design on this rough outline:

We've done all of the setup, including running Replicate Seed Data and Security List Maintenance.

I can go to General Ledger > Setup > Financials > Accounting Setup Manager > Accounting Setups
