Shipment Routing Promised Ship in the Past

We have a situation where promised ship date is in the past (Yesterday) and routing status is now a 9, but whenever we go to route the shipment, it changes the promised ship date to today. We do not want the promised ship date to change b/c metrics are performed off of promised ship vs actual ship. Is there a way to retain a promised ship of a date in the past?

The client is confirming this shipment the day after it was actually shipped (adjusting the actual ship during Ship Confirm in P49645).
