WLS Cluster - Managed Instance not starting

We are on JDE 9.0 with TR 9.1.5. I am setting up WebLogic cluster using WLS 12.1.3.0 on Windows 2012 R2 machine. It is vertical cluster. Please see attached reference document.

When set up the Managed Server C1_VC1, it is not starting. If I remove this from cluster C1, the server starting fine. If I add to the cluster as outlined in the document, the server fail to start. Please see below log of managed server

5. Create the Vertical Cluster Managed Server.

a. Click Environment, Clusters, Lock & Edit, and then click New.

b. Change the name to C1_VC1, change the Server listen port to 7503, select Yes, make this
