Leave balance not appearing in P07620

I am setting up Leave balances in order to use it through Employee Self Service for vacation.  I have loaded balances in the F06146 for vacation but the balance is not appearing in the P07620.  I have looked through documentation to see if I can find out if there is something I am doing wrong but I can't see anything.  I have set the processing options to look at the F06146 but it doesn't seem to work.  Are there any documents or bugs associated with this that would cause it not to appear in P07620?
