Sites Community blog / forum?

Dears, i was was just asking if this sample blog pages can work as a forum like users can post questions and topics or only the sites admin who can create new blog topics. As far as i know, we can integrate with the community to only enable comments and reviews in community blog And appreciated if anyone have ideas on how to build forum in sites either using community components or something else. Thanks.
