SEPA Setup in 12.1.1

We are on AP patch level R12.AP.B.1 and IBY patch level R12.IBY.B.1.

I see on note 1404007.1 (R12: AP/IBY: White Paper - SEPA Credit Transfer v5 support in Oracle Payments) that the latest patch for 12.1.1 is 19156296. It is a 13.2MB patch that solves 446 bugs according to the readme file. This indicates that a lot of testing is required afterwards.

My question is, is it possible to setup payments in the SEPA format on our current patch level, that is, without patching? For example, I can see that there are a payment format named "SEPA Credit Transfer Initiation format" in our installation, maybe this could be used without patching.
