Single or multiple OMSs

Our current environment is running 12c with plans to move to 13c by the end of the year. The OMR is a 4-node cluster with a DR cluster at a different location (MAA Level 4 topologies ). We currently have 25,000+ targets with the database plugin that we monitor with a single OMS. We will be adding the LCM, RAT, and WebLogic plugins along with some targets based in other countries around the world. We are discussing to have multiple OMSs; one to support production targets and the other for dev/test environments targets.

Is this a good or bad path to go down? Should we keep with a single OMS?
