Serialized Item- not changing ownership

Hi Team,

I found that serialized item are lined up under the 'Transaction error summary details' but the error message tab is blank against all the Serial numbers, I saw the order which is in BOOKED status and line is already closed. And when I query the S/N in IB I found the ownership is not changed, i don't understand when the order  is booked and the lines are closed then why ownership against the VIN is not changed?

Further against one of the order I 'resubmitted transaction process' then found the ownership got changed. But ideally it should changed without running the Cprog if there is no error.
