Is there a feature to track downloads via support.oracle.com?

We would like to determine how many downloads of full software packages and patches are happening for those with access to associated CSI's, cloud download site, and especially patches from support.oracle.com.  Is there a feature within any credential based Oracle site that provides this type of information?  Also, would be helpful if you could track which named users within the company are downloading which patches and how many times.
