Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. BI Publisher reports slow after upgrade to R12.2

BI Publisher report performance is slow after upgrade to R12.2 from 11i.

Executing any java program has an arbitrary wait time - around 10 seconds

the BI Publisher program is being run with no template - just the data definition - so the OPP should not be considered

The concurrent request will spawn a parent OS process. This process waits for a child process. This child process seems to be the culprit.
