How does v$log.status='INACTIVE' for a noarchivelog DB

Hello, SuSE 11, Oracle 12.1.0.2 x86-64

I have noticed several of my redo logs show "INACTIVE" as the status during a large load.  But this is a dev database that is in noarchivelog mode.  A status of ACTIVE means the logfile has redo in it req'd for instance recovery but INACTIVE means the info can be overwritten, right?  Then in a noarchivelog database under what conditions are the redo log files changed from ACTIVE to INACTIVE?
