Issue_Postable journals with Balance type = encumbrance

Dear All,

Pls guide me on the matter below:

In the General Ledger-->Post journals page, when I search the postable journals with balance type = encumbrance I find a lot of lines available. I have checked and these encumbrance journals belong to past and current year. Encumbrance is enabled for all ledgers and we are using primary, secondary and ACL ledgers.However we have never entered budgets so far, meaning we are not using budgeting functionality currently. But we plan to enter budgets in coming days. My questions are:

1- What is the impact of not posting these encumbrance journals in our books ?
