Zero Item Cost Issue

I have an Item with in inventory with a Cost of zero  the same item has a cost attached on all other inventory locations. The cost type is Average Cost Type as a result we cannot implement the solution in (Doc ID 213583.1) How To Import Item Costs Through Interface Tables . Any suggestions on how to troubleshoot this issue will be appreciated.

This issue is occurring in E-business suite.
