Application Express 4.2.4.00.08 How to setup SMTP for Report Emailing.

Hi folks.

I am struggling finding the navigation in SYSDBA APEX login screens that would allow me to put in the SMTP values to start to test the APEX report emailing function.

In Administration tab I don't find anything like "Manage Instance" that some Google hits have shown.  Can anyone assist please?
