istore splash page

We are using EBS 12.2.4 version.

I am not sure if this is the correct forum to post for this question.

But we want to know how to create an istore splash page.

I am not very familiar with istore.

So whenever EBS instance is down, we want the splash page to display to the custom saying istore not available. Also, we want to open to manually turn on that page as well.

I do not see a category for istore available. So, I am posting my question here.

Experts, please advise. Thank you.
