Grants - Can't set Billing Distribution Rule to Cost

Hi all!  My company has always used Event as the Billing Distribution Rule for awards.  We are looking into used Cost as the Billing Distribution Rule but are running into an issue. Whenever we try to enter an award with a Billing Distribution Rule of Cost (all other fields are similar to current awards), we are getting an error that says "Labor or non labor format attached to the award is not supported by Oracle Grants Accounting.  Please refer to the user guide for the supported invoice formats".  When I change the Billing Distribution Rule to Event, I am able
