Upgraded Contract Type has blank Contract Terms check box that can't be checked

Using procurement contracts, in R12.1.3 the contract type has a 'Contract Terms' check box that can be checked. After upgrading to R12.2.4, the 'Contract Terms' check box can no longer be checked on upgraded Contract Types. It can be checked on contract types created post upgrade. Do we have a solution for this issue?
