12c database: AWR shows row cache locks

Hi,

I needed some help in understanding the AWR report.    we recently upgraded EBS database from 11g to 12c .  After upgrade some of the programs are not completing.  Hanging for ever.  I am looking at awr report and top wait event is "ROW CACHE LOCKS".    How do I find what is causing this wait event.  Can someone, please guide me where to start.
