adop phase=fs_clone failing with The admin server for the patch file system is not running

This is a muti-node application configuration where fs_clone has completed successfully in 3 other servers of this instance.

I have also verified there are no issues starting the Admin Server on the patch filesystem of the primary node & no access issues with this slave node to the primary node.

Here is the full snapshot:
