Concurrent Manager always shows Cost Manager

in CRM On Demand - Administration (MOSC) Question

In submitting report form, what we request only shows Running Normal and request is never completed. I do Concurrent Manager, and there is always Cost Manager. How do I stop this cost manager? Concurrent Manager makes Completed Normal. I want explanation why Cost Manager is always running every 5 minutes.
