Database Install/Upgrade/Opatch (MOSC)

After upgrade from 11.2.0.4 to 12.1.0.2 dbms_sqlpatch remains invalid, package body fails to compile

I have dropped the package, and run $ORACLE_HOME/rdbms/admin/prvtsqlpatch.plb

There were no errors during the upgrade or running the catctl.pl procedure

The dbupgdiag.sql scripts after upgrade shows:
