Cross Validation Rule Issues

Good day all,

I noticed cross validation rule is failing for a default cost centre. I set a cross validation rule as follows :

Include 0000-zzzzzzzz

Exclude 000000-zzzzzzzz

Exclude 1100-500001 e.t.c

The rule is allowing the combination of "000000"-500001. What could be the cause of this???  Thank you
