Bursting to multiple email addresses fails with an error

Hi,

I have a requirement to deliver the email to multiple recipients based on Key value and I need to use To column.

I tried below query but it fails when I give multiple email addresses.

Most of the threads talks about giving , to separate multiple emails but it fails with below error.

Delivery failed.

[INSTANCE_ID=chfar01030q04.usdc2.oraclecloud.com.1470503338571] [SUBJOB_ID=9751]

Document delivery failed
