Credit (P4210) keeps defaulting price, with the same processing options in other environments I can

I am trying to process a credit in my DV environment but the unit price keeps defaulting.

If I do the same credit in the UAT or PD environments I am able to change the unit price. 

The processing options of P4210_APSAP0040 are the same accorss all environments.

I have tried doing an advanced get in DV to pull the object from UAT, but I get the same result.

What other configuration could cause the price to default and not allow you to change it.? Tks
