OAF - VO extenstion

Hi,

I am trying to migrate VO extention and when used java oracle.jrad.tools.xml.importer.JPXImporter command, it shows custom VO imported successfully and print document shows VO substitution is inplace as shown below. But when logged in from application custom VO is not available in 12.1.3. I tried oa core bounce, clearing cache but it didn't work. Has anyone seen similar issue?
