Users with document upload access should not have access to Lock, Delete

Dear Experts,

We have a requirement to allow users to upload files to imaging manually. We can achieve this using imaging Tools Option. but we have to implement following user security features as part of the requirement. Please let us know how to achieve it:

-Users with manual upload access should not have access to Lock, Delete etc.

-How can we allow them to delete only those files which they have uploaded and should not be able to delete any other file.
