12.2.3 Install Base WebADI

We are in 12.2.3 , planning to implement WebADI for Install Base. In the Mass Update I don't see 'Manage Item Instances' option, as per Note 1536498.1 Manage Item Instances: Select this option to create new instances or update existing instances by copying data from a different version of Excel. You can then copy the row into the empty template and upload to make changes

We are trying to add new Top Level Instances and also use Update to Add new configurations, is there any document to guide me to have this implemented.
