Part list Hard committed to Blank Primary location

Hello,

I have issue with work order par list commitment process. When I attached the Part list to work order it gets soft commit to primary location but when I try to print the work order, some procured items are hard committed to blank primary locations (Not secondary) and update the QOWO field in F41021.

Below are my setups:

1. Manufacturing constants - 1 (Based on commitment control)

2. Item Branch Set up :  Commitment Method - 3 (Using Lot date)

3. Commitment date method - 1 (Lot expiration date).

4. Lot expiration date Method - 2 (Based on date)

5. R31410 Processing options : -  Part list tab - Commitment processing bypass - (BLANK).
