Bursting IE P60 Report with executable PYXMLEMG

I've used bursting files to split a pdf file into individual pdfs previously and it has worked well.

I now have the requirement to burst the Irish P60 file (concurrent program IE P60 Report). 

This request is designed differently to the other xml publisher reports I have burst and I was wondering if anyone could help.

The other files I've burst have used the executable XDODTEXE whereas this one uses PYXMLENG.

I can't upload a bursting file as I normally would to the data definition as the options to upload are greyed out.

I then attempted to create a custom version of the concurrent program and the data definition and template, I've used all the same parameters etc. but when I run this custom request it is giving me an error message as follows (Oracle version is 12.1.3):
