How to insert/update a record in AP_PAYMENT_SCHEDULES_ALL table using an API ?

Hi,
I want to update a field in AP_PAYMENT_SCHEDULES_ALL table using a procedure, is there any Oracle provided API available to update or insert data into AP_PAYMENT_SCHEDULES_ALL table
