Restrict Subinventory_LOV in Direct Org Transfer in Inventory

We need to ensure that users cannot process manual direct org transfers to/from specific subinventories in organizations in Inventory.

Oracle Inventory does not provide the functionality to restrict transactions at subinventory level at this time.

I have attempted to restrict this LOV displayed with forms personalization, but it is not working.

Could someone possibly assist?

My steps:

Trigger Event: WHEN-NEW-RECORD-INSTANCE

Trigger Object: INV_XFER

Condition:

Processing Mode: Both

Context Level: Responsibility - defined as per instance for applicable ones

Actions:

Seq: 10

Type: Builtin

Description: new lov

Builtin Type: Create Record Group from Query

Argument:

SELECT sub.secondary_inventory_name
