R12.2.4 - incorrect seeded IBY_PCARD_BIN_RANGE

I wanted to share this so it might surface as a “hit” if someone else searches for this kind of problem.

We have a large base of governmental customers of our e-commerce website, many of whom are issued Level III Purchase Cards.  Many more are not, simply using “standard” credit cards for e-commerce.  By transmitting Level III purchase details in our card settlements (for those eligible Level III cards) we obtain a lower bank-interchange fee on those transactions.  We implemented Level III transmissions about 3 years ago in 12.1.2.  After upgrade to 12.2.4 this summer, we encountered an unusual problem.  (At first, all Level III data transmission simply ceased; several patches were needed after the upgrade, to remedy obsolete file versions
