RAC 12c Shutdown Hangs; stopping emon pool

Hi, DBAs

This is RAC 12.1.0.2 on Linux x86-64.   I added a couple of small (< 8 GB) 2-instances DBs.  The shutdown command (srvctl) is taking five or six minutes to finish command "stopping emon pool".  These are from the alert log for instance 1:

ALTER DATABASE CLOSE NORMAL /* db agent *//* {1:15146:53364} */

Same behavior on these two and other 12.1.0.2 RAC databases.  I don't see anything specific for EMON on this release yet.  Any recommendations?  It's making patching even more time consuming than before.
