Browse for file to Import from File System not from FDMEE server

I posted this in another thread but was getting confused.

We are upgrading from 11.1.2.1 FDM / HFM to 11.1.2.4 FDMEE / HFM.  Everything is looking good except for Importing data files.  We click on the import fish and get the below.  Next to File Name we have nothing.

From another thread we found that leaving the source options blank would allow us to select a file.  I created a new location and tried that and got this

The issue is when we select it it looking at the server for files not my file system.  We want it to be like FDM.  Within Import I select Upload File.  I then click Browse... and my file system comes up.
