Requestor Change Order Web Service

Is there a web service or API to initiate Requestor Change Orders (RCO) in iProcurement?

We are working on establishing a reconciliation project for services that would relieve the burden against the BPA and Project commitments.  While closing a PO will releive the commitments from PA, it will not relieve the Amount Released against a BPA.  In addition, the business manages the Level of Effort using the requisition in iProcurement (receipts, etc) and would like to have a tool to automatically create RCO's against multiple requisitions to adjust the value of the PO ad hoq, using their own logic.

I have reviewed the Integration Repository, and was not able to find any information regarding Requestor Change Orders.  Is there an API avaialble that would be able to initiate the process?
