Disallow Intercompany Transactions using Business Unit or Company Security

Is it possible to apply business unit or company security to a role in JDE so that if a user accidentally creates a transaction that would cause Intercompany Settlements, the post program will fail? We use the Configured Hub method and the business is requesting that only specific users be allowed to create transactions that result in Intercompany Settlements. I'm wondering if Business Unit or Company security against the Hub Company by JDE Role could achieve this purpose. 

If anyone else has achieved the same end by different means please share too.
