Why was there a delay before IB records were created?

I am seeing a delay between the timestamp showing when an item was shipped, and the timestamp of when the IB record was created.  This delay has caused 2 items on the same order to be invoiced on 2 different invoices on different days, which is a concern for my users.

The item is set up in the Item Master with a serial_number_control_code of 6.  It is IB-trackable.  My understanding is that an item with this set-up should create IB records right after shipping.  Correct me if I'm wrong.

Here are the timestamps for 1 SN:

16-AUG-2016 09:52:34 -- creation_date of the order line
