RMA Defaults not found

I am trying to setup RMA processing in E1 9.2 tools 9.2.  The version of Return Material Authorization Revisions (P400511) used for Credit Orders from History specifies the correct RMA default Document Type (valid 00/DT UDC value) and also the correct Last Disposition (CRR or CRP) to be defaulted every time a Credit Order is created from the Sales Ledger Inquiry (P42025).  However, I am getting the following red error:  

RMA Defaults not found error CASUE: RMA defaults are not maintained for the combination entered.
RESOLUTION: Maintain RMA defaults using application Return Material
Authorization Defaults (P40052).

However, the RMA Defaults do exist for the company and RMA Type I am trying to process.  Every single one is erring out with the same error message.  Please Help....Its been 1 week and I cannot figure out where the issue is.  By all accounts, this should be working.
