Siebel Web Client with Sample DB on Oracle XE - Installation error

hello,

we are trying to setup the Siebel Web client and Tools along with Sample database on a Windows x64 machine. we have downloaded IP 2015 (Siebel 15.0) Base and created nextwork image and installed the Siebel Web client and Tools. Then we downloaded the patchset 14 for IP 2015 and created the image out of it (Including Oracle XE Sample) . while applying the patchset on the Web client we get an error as attached. the installation completes however, but we are not able to login to tools or client.

After some troubleshooting we found that we are unable to connect to SAMPLE_XE database using SADMIN or Siebel password. Logged into the SAMPLE_XE db using sys priv and observed that the SADMIN and Siebel users are not visible at all in all_users and dba_users table,
