EO_EIP_CTL record when and how the data gets into this table for Procurement Cards

I ran the Load Pcard Stage process to read the data from file and load into the staging tables (CC_TRANS_EC). For the earlier runs of this process, the data was populated into the EO_EIP_CTL record with the matching EIP_CTL_ID in CC_TRANS_EC record. For the last run of this process, it didnot populate the EO_EIP_CTL record with the corresponding EIP_CTL_ID. I would like to clarify how this table EO_EIP_CTL gets populated ? Thanks, Geetha
